Provide a customer focussed comprehensive repairs and maintenance service for all Council properties within Perth & Kinross.
Provide advice, information and technical support to tenants, community groups and other PKC Departments.
Work with colleagues together with tenants and community groups as required.
Carry out quality inspections relating to the quality of workmanship delivered by contractors employed by Perth and Kinross Council
Conduct annual property inspections of all PKC properties in order to assess the present and future maintenance requirements.
Monitor and risk assess Vacant Properties within the Commercial portfolio, and Instruct and monitor any works required.
Assist Project team with dilapidation survey of buildings prior to any refurbishment works.
Issue works orders ensuring content and categorisation of works is of sufficient detail to ensure Maintenance works are carried out to a high standard.
Carry out quality assurance checks on the Reactive repairs and contractor work standards and performance
Monitor the contractor performance ensuring technical, contractual, health and safety obligations are met.
Assist in the development and be responsible for the implementation and monitoring of standards used by the council in relation to property repairs
Attend on-site and off-site meetings as required to monitor the progress of works
Ensure that accurate records are maintained about contract progress and performance through daily site diary information, notes of meetings held and weekly activity reports
Participate in the Council’s Emergency Out of hours Team and a Standby Service
Provide cover for other Property Inspectors in other areas of Perth and Kinross in relation to leave or sickness absence as required.
Maintain accurate records for contract progress and performance
Carry out inspections of planned maintenance works paying particular attention to the standard and quality of work
Assist with the collection of data and preparation of planned maintenance
Clerking duties for the Planned Property Maintenance Delivery Team

You will suitably qualified, ideally from a trade background in Heating and Plumbing services. You will provide an efficient effective property services role for a specific area within the geographical boundary of Perth & Kinross and ensure service delivery is maintained to a high standard for all Perth & Kinross tenants and residents. You will be expected to determine property repair requirements including planned cyclical maintenance for all PKC Commercial estate including vacant buildings and provide a proactive role in identifying and supervising planned maintenance works. You will also be the lead officer for the entire commercial estate for Reactive Repairs, with respect to assessment, procurement, Health & Safety monitoring and works quality control.
