Job Description

The Western Isles Health and Social Care Partnership is looking for a dynamic and experienced social work professional to lead its community care services. Coming at an exciting time for the Partnership, our vision is that by 2020 the people of the Western Isles will be living longer, healthier lives at home, or in a homely setting. We are building an integrated health and social care system, which focuses on preventing ill-health, anticipating care needs and supporting independent living. With a population of 27,000 people and a coastline stretching across almost 200 miles and nine islands, delivering health and social care services requires skill, imagination and adaptability.

The Head of Community Care post provides an unparalleled opportunity to shape the future of community care services in the Western Isles for older people and for adults with disabilities. With significant capital investment programmed for a new integrated care campus in Barra and in Lewis, and with similar projects recently completed in Harris, it is an exciting time to be leading our community care services. The post holder will provide a single, senior point of leadership and management for community care services, including home care, residential care homes, extra care housing and supported living accommodation. With an operating budget of £14m and a staff group of around 500 people, the community care service represents a substantial part of the IJB’s delegated responsibilities.

The successful candidate will be an active member of the Health and Social Care Senior Management Team and will contribute to the development and implementation of the Integration Joint Board’s Strategic Plan (http://www.ijbwesternisles.scot/). He or she will develop and secure effective partnership working with a range of key stakeholders, including third and private sector providers and will have a proven track record of managing large services within tight financial constraints. A strong set of values is of utmost importance, as well as a commitment to the national care standards.


We are looking for an individual who has a proven track record of operating strategically to develop services that meet the needs of the population and who can demonstrate success in change management and in changing cultures. The successful candidate will have an understanding of the statutory frameworks within which Local Government and the NHS operate, with strong decision making and analytical skills.


We are looking for someone who has a Diploma in Social Work or equivalent and who will act as the professional lead for community care services, providing advice and guidance to the Chief Officer of the IJB and to the Chief Social Work Officer. He or she will have evidence of continued professional development along with substantial senior management experience. Experience of partnership working, managing significant financial resources, formulating policy on complex issues and communicating at a strategic level on policy development and performance management are essential for the post.


The salary for the above post is inclusive of Distant Islands Allowance and the employer will be the Local Authority, Comhairle nan Eilean Siar. Appointment to the post will be on the first point of grade with annual incremental progression.
