COSLA is recruiting for a Chief Officer to lead the work of the Local Government Finance Team while the current Chief Officer is on maternity leave. The Local Government Finance Team works across the breadth of COSLA’s varied policy teams, as well as leading on essential work around the Local Government Settlement. Over the period of this contract, there will also be exciting opportunities to drive forward policy in relation to Council Tax Reform and the development of a Fiscal Framework between the Scottish Government and Local Government as well as emerging finance policy issues.
With minimum supervision, and demonstrating sound judgement in approach, the successful candidate will lead, manage, negotiate upon and be accountable for the development of COSLA policy from inception to political endorsement. The post-holder will be expected to have strong political acumen, the ability to take ownership of issues and manage a programme of work, show consistent application of personal initiative, with a drive to see matters through to successful conclusion.
The post-holder will be expected to deal with senior politicians from Local, Scottish and UK Government, as well as senior representatives of public, private and third sector organisations. Further details of COSLA’s work and structures can be found on our website.
COSLA is looking for a proactive and motivated individual who is able to work in a high-pressure environment, to tight timescales and who can demonstrate the ability to prioritise their workload, as well as managing the workload of their team. The post is covered by COSLA’s flexitime arrangements.
