Job Details 

Fife Council is the third largest local authority in Scotland, with an annual third party spend in excess of £518 million and is responsible for delivering all local government services in the Kingdom. The Procurement function utilises a category management approach to managing its portfolio of around 300 contracts. Spend Categories include, Construction, Corporate, Social Care, Travel & Transportation and Fleet & Environment and ICT & Utilities.  

Fife Council have recently undertaken a Procurement Transformation Programme which delivered increased skills and capabilities across the organisation as well as exceeding our Savings and Benefits target of £16m. Our continuing ambition is to “create a Professional Procurement service providing an expert strategic and solution based service which utilises a commercial focus by collaborating with stakeholders and markets to achieve best value by improving delivery of service and contributing to the Fife economy”.  

During 2020-2021, more than 250 Contracts, worth over £138 million, were awarded across all categories.  

This is an exciting time to be in Procurement and we are seeking an ambitious and hard working individual to appoint as a new Corporate Procurement Officer role within Procurement. The Corporate Procurement Officer may work across multiple Category areas and get exposure to a wide and interesting range of procurement activity working with key stakeholders at various levels in the organisation to drive continuous improvement within the function. 

The postholder will support the?Category?Managers to achieve the aims of the Procurement & Commercial Strategy delivered through Category Strategies, ultimately supporting the Council’s strategic priorities (Plan for Fife) in the most effective way,?whilst balancing the needs of the business within the budgets available. 

The postholder will have a proactive approach and be skilled in developing and maintaining effective business relationships. Additionally will have excellent analytical skills, understanding key cost drivers to help and influence client services receive Best Value and ensure contracts are reflective of policy and best practice.  

The Person 

You will have: 

  • excellent verbal, written and presentation communication skills 
  • strong stakeholder engagement and management skills including influencing and negotiation 
  • Positive can do attitude  
  • Strong team player who is proactive and can take ownership  
  • Skilled in information analysis and data presentation   
  • excellent computer competency skills  
  • the ability to apply effective time management and organisational skills to manage workload 
  • relevant experience in a comparable organisation 
  • a formal procurement qualification (i.e. CIPS) or be willing to work towards this.

Due to current COVID restrictions you will be required to use digital platforms in all aspects of the job with working from home continuing to be the corporate message at this time. As restrictions are lifted, it is anticipated that the service will evolve towards a blended approach of remote and face to face engagement.
