Role Purpose

This post is based within Housing Strategy, Policy and Development where the successful candidate will lead the development and implementation of key policies to alleviate fuel poverty and improve home energy efficiency across the Scottish Borders.

The post holder will develop the approach on behalf of the Council for all plans, strategies and policies relating to Home Energy Efficiency, Affordable Warmth and Fuel Poverty to create a more coordinated approach to planning and meeting distinct local needs that align with national policy developments and ensure the statutory duties of the Local Housing Strategy to reduce fuel poverty and improve energy efficiency are being met.

To act as Project Manager for the Council in terms of planning, preparing, delivering and reporting on the Energy Efficient Scotland (EES) Programme; including ongoing Home Energy Efficiency Programmes: Area Based Schemes and other related programme funding.

To deliver on the Policy Objectives of Local Heat and Energy Efficiency Strategies; ensuring they effectively provide for the planning of heat decarbonisation and energy efficiency programmes at a local level. This will require coordination and cooperation across a range of departments, including planning, property services and housing, as well as cooperation with external partners.

To be the expert point of contact on affordable warmth, fuel poverty, energy efficiency and where required climate change, and bring together local stakeholders and partners to ensure information and advice relating to fuel poverty, home energy issues and energy efficiency measures is provided in a coordinated and integrated manner.

Essential

A Degree in Housing, Energy, Environmental or Building related discipline or substantial relevant experience.
