Duration: Permanent, Full Time

Roles that require PVG Membership

Please note that with effect from 1 April 2023, where a role requires PVG membership, candidates will be required to meet the cost of the PVG membership. This applies only to roles with a full time equivalent salary of £30,000 and above. (Teaching roles and jobs at Grade 11 and above (currently £30,727 per annum / £15.97 per hour)

The Council will pay for the PVG membership cost initially, either £18 for existing PVG scheme members, or £59 for non-members, and this cost will be deducted from an employee’s first FULL month’s salary payment.

job purpose/about the role

To lead and manage the provision of a professional Registration service to the public on behalf of the Council and in line with its values and guiding principles, ensuring that customers receive a high quality service and be committed to the ongoing development and review of service provision.

Ensure that the Council complies with the Registration of Births, Deaths and Marriages (Scotland) Act 1965, the Marriage (Scotland) Act 1977, Civil Partnership Act 2004, Immigration Act 2014 and other relevant statutory legislation.

The Registrars Team provides all statutory services and customer support in relation to all aspects of Birth, Stillbirth, Marriage, Civil Partnership and Death Registration Service in accordance with all relevant legislation and national standards, carried out to the satisfaction of the Registrar General of Scotland. This includes the solemnisation of Civil Marriages, Civil Partnerships, conduct of British Citizenship Ceremonies. We are seeking a highly motivated and experienced Senior Registrar to lead the registration of births deaths and marriages team. The individual must have excellent communication skills and a genuine desire to deliver the best customer experience. You will have the ability to manage and motivate this team in a high profile and dynamic working environment. You will have the ability to manage budgets, adhere to statutory requirements, deliver the highest level of customer service and be committed to the continuous review and development of the service.

The post holder needs to hold as a minimum:

The Certificate of Proficiency in the Law and Practice of Registration in Scotland.

The postholder is able to demonstrate:

  • Experience of the registration process.
  • Ability to lead and manage staff in a high profile and dynamic working environment
  • A high level of accuracy in undertaking duties.
  • An ability to manage budgets
  • An ability to adhere to statutory requirements and deadlines
  • An ability to learn quickly and understand complex rules and procedures as determined by the Home Office
  • An ability to communicate effectively with customers over the telephone and face to face
