Brief Description

You will be responsible for the end to end commercial management of a high volume portfolio of low value, maintenance activity and reactive minor works interventions. You will provide commercial advice, guidance and recommendations to the delivery project and programme teams, robustly managing project costs and mitigating commercial risk.

 You will be comfortable with taking responsibility for commercial outcomes whilst working as a key member of a project delivery team, confident in your ability to build strong relationships both internally and with supply chain delivery partners.

About the role (External)

Here are some of the duties your role will include: -

 

· Ownership of all Cost, Volume and Contractual Matters relating to projects within your portfolio.

· Control of Project Costs, to be managed within authorised budgets.

· Reconciliation of Costs between the operational property fault management database, supplier applications for payment, Network Rail’s cost management system and the business plan.

· Audit supplier applications for payment.

· Reporting of project costs for your portfolio, incorporating Cost of Work Done, Forecast to Completion, Anticipated Final Cost, Gross Billing and Current Contract Value.

· Analysis of variances, providing commentary and assurance.

· Support applications for new and increased project investment, in accordance with the Network Rail investment process.

· Identify commercial claims, risks and opportunities that may impact your portfolio, raising issues and proposing mitigation at the earliest opportunity.

· Facilitate the procurement of goods, services and materials as required for your portfolio.

· Value supplier’s application for payment, processing payment certification in accordance with Network Rail processes, the contract and commensurate with contractual entitlement.  You will   challenge and audit where appropriate and ensure valuations are consistent with site progress.

· Produce appropriate commercial correspondence and contractual notices in accordance with the contract.

· Agree final accounts and internal project costs, reconciling to project investment authority and programme.

· Change Management on all project recommending appropriate action in accordance with the contract and change control procedures.

· Compliance and Assurance with all corporate governance requirements.

What you will bring to the role: -

Essential

· Demonstrable experience in commercially managing investment projects

· Demonstrable relevant experience

· Good understanding of railway and construction industry forms of contract

· Good understanding of the construction/railway industry

· Good negotiation skills

 

Desirable

· Educated to degree standard in related subject

· Membership of a relevant professional institute, chartered status

· Significant experience of working within a generalist commercial environment

· Awareness of industry issues
