Contract Management roles are the primary interface to deliver “most competitive” supply chains for the relevant business. They proactively identify and understand the needs from business stakeholders and collaboratively propose the most competitive solutions, based on an exhaustive review across all available value levers (price, demand, specifications).
What’s the role?
As the Supply Chain Commercial Specialist, you are expected to perform the following:
- Design and improve with business partners the assigned supply chains, starting with inhouse/outsource choices and (re)designs, the contracting strategy and commercial tactics and post award contract management.
- Build and maintain strong network in the market, being fully aware of supplier developments and opportunities coming up in the market.
- Apply the CMCP process and CP (Contracting & Procurement) operations practices while focusing on contribution to the business drivers and not compromising on compliance for HSSE&SP, E&C, Code of Conduct, Laws and regulations.
- Understand the changes in the business, business drivers and external environment and trigger adjustment of supply chain end to end processes, category strategies and contracts.
- Manage relationships across the end-to-end supply chain for the assigned categories and ensure that stakeholders understand the intent of the contract and work together to achieve the desired business outcomes.
- Determine the right remuneration model (e.g. output-based contract) to encourage the right behaviours and expectations from suppliers to optimise alignment of supply chain and asset delivery.
- Drive total cost reductions and value beyond ‘the usual’. Identify opportunities in the contract portfolio to create more value and/or to eliminate waste.
- Drive continuous improvement by replicating game changer improvements and recommended practices. Facilitate discussions on process performance and inefficiencies
- Conduct tenders evaluate bids & drive negotiations with Suppliers in line with CMCP guidance and in close collaboration with the business.
- Proactively identify & understand procurement needs from internal stakeholders and propose competitive solutions for the end-to-end Supply Chain.
- Ensure integrated ways of working with business and suppliers.
- Manage Supplier Relationship effectively and collaboratively drive continuous performance improvement via relevant contract key metrics (Eg: HSSE, Operations, Cost). This would involve constructively challenging the Suppliers in terms of the contract delivery and performance as well.
- Build and maintain strong network in the market, being fully aware of supplier developments and opportunities coming up in the market.
- Ensure strong connect across the wider CP Organization within Shell to ensure continuous cross sharing and leverage of best practices.
- Leading all contracting related activities for catalyst related services and toxic waste management and support EMS and TA Key Services in Shell Bukom and Jurong Island.
What we need from you
To be a successful candidate, you will have:
- 3-5 years working experience in managing oil & gas projects in either downstream/upstream
- Experience in contract negotiations & tender evaluation and has attention for detail.
- Proven track record of execution excellence & delivering results.
- Able to adjust global strategies to the current situation of the local business and market conditions
- Able to influence stakeholders (Business, CP, Suppliers) to work together in an integrated way, perform contract management (including post contract process steps), manage supplier relationships and manage multiple workstreams at the same time.
- Highly driven, ‘can do’, inspiring, able to articulate in a crisp and precise manner
- Able to translate strategy to tangible and valuable outcomes for the local business
- Understand the business, the end-to-end process in the Supply Chain and can communicate in business language
- Uncompromising on HSSE, ethics & compliance
- Continuous improvement and simplification mindset
- Able to look ahead, think strategically while focussing on day-to-day delivery.
- Strong and Proven Interpersonal, Influencing & Stakeholder Management Skills.

The Transaction will transfer all of Shell’s interest in the SECP Business to CAPGC. Subject to regulatory approval, the Transaction is expected to complete by the end of 2024. This position is part of the in-scope SECP Business and while the employing entity may initially be SGOP, a successful candidate’s employment contract will subsequently be transferred to Aster Chemicals and Energy Pte. Ltd. (“ACE”) to facilitate the Transaction. From completion of the Transaction, ACE will cease to be a Shell group company and will be owned by CAPGC.
Specific details relating to the impact on relevant employees supporting the SECP Business and timeline relating to the change of employing entities, will be shared with the successful candidate.
