Job Description
Place
Programme Management Office (PMO) Manager - Strategy
Waverley Court
Salary: £52,373 - £62,685
Hours: 36 per week
There are over 5,000 households are in temporary accommodation in Edinburgh every night. Every Social Rented home advertised receives on average 200 bids. Delivery of affordable housing remains a priority for the Council and its partners. However, the cost of construction, borrowing and services have all increased at a time when grant funding has reduced.
In November 2023, City of Edinburgh Council declared a housing emergency. The Council wants to ensure that everyone has a safe, secure and warm place to call home. We do not have the luxury of maintaining the status quo. We also cannot hope to tackle this alone. Innovation and partnership working will be critical.
Following a review of our delivery structure we are looking for an experienced and highly motivated individual to establish and maintain an effective Programme Management function to oversee the creation of innovative delivery models to expand the provision of suitable temporary accommodation and the delivery of new affordable homes in the city.
You’ll have experience within a housing or other similar service environment and have extensive knowledge of the housing legislative, regulatory and policy environment. You’ll be innovative, have experience of developing successful strategic partnerships and the ability to think creatively to manage a large, complex programme management function. You’ll be a highly motivated individual who relishes the opportunity to play a key role in the highest profile social landlord in Scotland delivering the changes required to ensure that everyone has an affordable home that meets their needs.
If you think you have the skills and experience for this role, we would like to hear from you. Please get in touch with jill.thomson@edinburgh.gov.uk if you have any questions or wish to learn more about the role.
As part of our goal to improve our organisational culture and create a great place to work together for the people of Edinburgh, we want to make sure that we’re bringing the best people into our roles, not just in their skills and experience but also in their approach to work.
To help achieve this, we’re changing the way we interview and assess candidates by moving from a competency-based interview approach to a behavioural and technical (skills for the job) based approach. This new way of interviewing will allow us to assess how you think and how you would bring Our Behaviours of Respect, Integrity and Flexibility into your ways of working.
We're committed to creating a workplace culture where all our people feel valued, included and able to be their best at work, and we recognise the benefits that a diverse workforce with different values, beliefs, experience, and backgrounds brings to us as an organisation.
You can find out more on Our Behaviours web page Our Behaviours – The City of Edinburgh Council
Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
