Resilience Specialist
Waverley Court / Hybrid
Salary: £37,626 - £44,257
Hours: 36 per week
An excellent opportunity has arisen for an experienced resilience professional to join the Council's Resilience service, whose main role is to plan for and respond to a range of resilience incidents to ensure a safe and secure city.
You will prepare the Council to respond to a range of serious and major incidents by assisting in the development, maintenance, validation and exercising of resilience plans, working with key stakeholders, develop and deliver exercising and training to Council staff to support resilience plans and respond to internal and external resilience incidents (including out of hours).
You will support our work across all Council Services and in partnership with a wide range of external agencies, including the Emergency and Health Services, to ensure the City of Edinburgh Council is able to prepare for, and respond to serious emergencies and incidents affecting the Council and the Edinburgh area.
You will have detailed and specialist knowledge and understanding of relevant professional, regulatory and statutory frameworks and legislation in relation to resilience and integrated emergency management, in particular the Civil Contingencies Act (2004) and ideally have an understanding of their application to a local authority context. You will have experience and knowledge of business continuity or emergency planning as well as risk management. You will be an experienced training / exercising provider, with a good level of experience in developing corporate resilience plans, policies, procedures, protocols and event contingency plans and ideally have project management experience. You will be enthusiastic, motivated and possess excellent people skills as well as excellent administrative skills.
Membership of an appropriate professional body and a degree (or equivalent) in a related discipline is expected. A full, clean UK driving license is essential.
As part of our goal to improve our organisational culture and create a great place to work together for the people of Edinburgh, we want to make sure that we’re bringing the best people into our roles, not just in their skills and experience but also in their approach to work.
To help achieve this, we’re changing the way we interview and assess candidates by moving from a competency-based interview approach to a behavioural and technical (skills for the job) based approach. This new way of interviewing will allow us to assess how you think and how you would bring Our Behaviours of Respect, Integrity and Flexibility into your ways of working.
We're committed to creating a workplace culture where all our people feel valued, included and able to be their best at work, and we recognise the benefits that a diverse workforce with different values, beliefs, experience, and backgrounds brings to us as an organisation.
You can find out more on Our Behaviours web page Our Behaviours – The City of Edinburgh Council
Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
