Job Description
To lead on the development and delivery of the Moray Growth Deal “Housing Mix Delivery” project.
The post holder will co-ordinate overall project management, lead on the development of the full business case and project plan and co-ordinate delivery of the project in line with the project brief, key milestones and budget.
Requirements
Delivery of the agreed full Business Case for the Housing Mix Delivery project, which will deliver the outcomes set out in the agreed Outline Business Case.
Work with partners to unlock constrained brownfield and greenfield housing sites, develop innovative housing solutions and in doing so support delivery of other Moray Growth Deal projects.
Budgetary responsibilities including sourcing and preparing funding bids as appropriate and monitoring expenditure, advising the Project Board of risks and issues, and developing solutions to mitigate and resolve these.
Establish and build links with both key internal and external contacts. This may involve leading, organising and attending action plan meetings and workshops.
Lead research into best practice in relevant matters and translate this into ways of working, action plans and delivery models.
Contribute to the effectiveness of the service
The Individual
Expertise in analysis, research, project management.
Knowledge of UK Treasury Green Book business case development.
Successful partnership working and networking with key stakeholders, including government officials, businesses and communities.
Excellent communication and engagement skills and can demonstrate an understanding of the value of excellent Communications and Engagement.
Ability to develop, maintain and review procedures.
Liaison, co-ordination and collation of information from multiple sources into reports.
Ability to work within tight deadlines.
Experience of building networks and with stakeholders across a range of organisations to deliver objectives.
High level programme/ project management skills.
Educated to Degree level in a relevant discipline such as Economics or Planning or with relevant programme/ project management experience.
Excellent level of accuracy in work.
Excellent organisational skills.
Ability to work on own initiative.
Excellent team worker.
Excellent IT skills.
Ability to think strategically and creatively.
Creative thinking to develop solutions to issues arising.
Ability to absorb and process technical and financial information.
Ability to handle multiple tasks concurrently.
Ability to develop, review and monitor work systems and data management.
Ability to use a range of data sources for planning, monitoring and evaluation.
Excellent presentation skills.
Excellent report writing.
Ability to contribute effectively to meetings and present at Council meetings.
Ability to assert own opinion in difficult conversations.
Chairs meetings and facilitates groups effectively.
Ability to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service, due to the rural nature of Moray this is normally undertaken by use of a car/van.
Ability to work effectively in a team, contribute to a team and show initiative to work on your own with minimum supervision.
Ability to relate well to customers and other professionals.
Ability to relate well with all levels of staff.
Excellent communication skills both oral and written.
Willingness to work in a demanding position where a flexible and corporate approach is required.
Willingness to accept direction/delegation.
Appreciation, acceptance and commitment to the importance of confidentiality.
Ability to work flexibly to meet the needs and demands of the service.
Ability to work in different offices and at home dependent on service requirements.
Closing Date: 2 May 2025.
Starting Salary: £54,966.60.
£29.16 per hour.
36.25 hours per week, 52 weeks per year.
5 Year Fixed Term Contract.
