?? Location: Council Buildings, 2 High Street, Perth
?? Full-time | ?? Fixed Term until 31 March 2027 | ?? [£44,223 - £47,170]
Are you passionate about people, culture, and change? Do you thrive on designing impactful learning experiences and driving real organisational transformation? If so, we’d love to meet you.
We’re an ambitious, supportive, and forward-thinking Organisational Development (OD) Team, and we’re looking for a new team member to help us take our work to the next level.
?? Why This Role? Why Now?
We’re about to launch our most ambitious leadership development programme yet — and you’ll be at the heart of it. This is your chance to shape how leaders grow, how teams thrive, and how culture evolves across our organisation.
You’ll also play a key role in:
- Leading high-impact OD and learning initiatives across the Council.
- Supporting major cultural change and transformation programmes.
Working closely with senior leaders to embed meaningful, lasting change.

We’re looking for someone who’s:
- A confident facilitator, communicator, and coach.
- Experienced in designing and delivering OD and L&D programmes that get results.
- Comfortable working with senior stakeholders and strategic teams.
- Curious, creative, and always learning — someone who loves trying new approaches and pushing boundaries.
- Educated to degree level
Bonus points if you have:
- Experience using data and analytics to evaluate OD impact.
- Knowledge of the Insights Discovery psychometric tool (or similar).
- A coaching qualification.

- A generous annual leave package
- 6 public holidays plus an additional discretionary day
- Access to our pension scheme
- Flexi time and flexible working options
- Family-friendly policies including maternity, paternity, and adoption leave
- Time off for volunteering and a comprehensive Wellbeing Framework
- A wide range of employee benefits
- Ongoing training and support for your continued professional development
We’re committed to flexible working where possible. Full-time employees work on-site a minimum of 2 days per week, with part-time arrangements agreed to ensure the same level of connection and collaboration. You can read more in our Hybrid Working FAQs.
