Job Description
- To support the Children’s Services Partnership to implement the refreshed GIRFEC guidance and findings of The Independent Care Review.
- To efficiently and effectively first line manage the Children’s Services Partnership Improvement Network through which the planning, doing, improving, quality assurance and self-evaluation activities across Children’s Services are coordinated.
- On a multi-agency basis, lead the design, implementation and ongoing improvement of locality planning structures and processes within children and family services in Moray.
Responsibilities
- To coordinate the development and implementation of a Moray plan to ensure that the refreshed GIRFEC guidance and findings of The Independent Care Review are implemented in full.
- To maintain constructive relationships with the Scottish Government GIRFEC and The Promise teams, Care Inspectorate and other scrutiny bodies to provide appropriate assurance that services in Moray are GIRFEC compliant and the findings of the Independent Care Review are being implemented.
- To coordinate and undertake key tasks and activities specific to the quality assurance, performance and planning of children’s services.
- To co-ordinate and undertake key tasks and activities on an interagency basis in the preparation for and conduct of scrutiny and inspection.
- To oversee the implementation and ongoing improvement of the locality planning model within Children and family services.
- With the Public Protection Lead Officer, coordinate the development implementation and ongoing review of the children’s services partnership workforce development plan, with a particular responsibility for creating multi-agency opportunities.
- Responsible for the first line management, professional practice and performance of the multi-agency network of improvement officers and the locality planning staff team.
The Individual
Considerable experience in a relevant discipline to include:-
- Direct experience of working with children and families.
- Experience of working in a multi-agency environment.
- Awareness of current legislation, policy, strategy relating to children, young people and families.
- Management experience (people and financial).
Working knowledge and experience of continuous improvement methodology and self-evaluation techniques.
Educated to degree or equivalent level.
Professional qualification in a relevant discipline (e.g. Social Work, Community Learning and Development, Teaching, Child/Family Health).
Registered with relevant professional body.
Working knowledge of and ability to work effectively within relevant child care legislation and practice.
Effective assessment and report writing skills.
Effective communication and mediation skills.
Effective organisational skills.
Clear thinker and good analytical abilities.
Effective practical time management and organisational skills.
Self-confident and self-motivated.
Ability to work within budgetary constraints.
Ability to manage and supervise staff.
Ability to motivate, support, challenge and work effectively with colleagues and clients.
Demonstrable ability for co-working.
Ability to show flexibility in approach to the professional task.
Ability to take a lead role while empowering colleagues in delivering services.
IT Skills including Microsoft Word p e.g. Word, Excel and relevant national databases.
Able to work with a high level of autonomy.
Ability to make decisions on the basis of relevant /key information and intelligence.
Able to work effectively under pressure and to meet prescribed deadlines.
Able to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the service.
Discreet and able to work within Code of Confidentiality.
Effective communication skills (oral and written), creative presentation skills.
Flexible, adaptable and creative.
Ability to relate to and develop good working relationships with all age groups.
Reliable, honest and have a good sense of humour.
Able to quickly form professional and productive working relationships.
Able to travel independently to a variety of locations in the general course of work.
Able to work efficiently within a sometimes busy office and autonomously at home.
Willingness to work flexibly and when required out with office hours.
Ability to work in an open plan office.
Ability to work in different offices dependent on service requirements.
TEMPORARY POST FOR 12 MONTHS
