Location: Marischal College, Broad Street, Aberdeen
Duration: Permanent, Full Time
Roles that require PVG Membership
Please note that with effect from 1 April 2023, where a role requires PVG membership, candidates will be required to meet the cost of the PVG membership. This applies only to roles with a full time equivalent salary of £30,000 and above. (Teaching roles and jobs at Grade 11 and above (currently £31,505 per annum / £17.31 per hour)
The Council will pay for the PVG membership cost initially, either £18 for existing PVG scheme members, or £59 for non-members, and this cost will be deducted from an employee’s first FULL month’s salary payment.
Job purpose/about the role
The Senior Housing Improvement & Commissioning Officer will have a key role in working with the Housing Cluster to ensure that all improvement activity, and the commissioning of housing and housing related services, are implemented to improve outcomes for our tenants and citizens.
The improvement and commissioning activity must be aligned with the Aberdeen City Local Housing Strategy and associated plans/policies. The Senior Housing Improvement & Commissioning Officer will also have responsibility for tenant participation
and engagement to improve service delivery, tenant satisfaction and outcomes for our tenants. A key part of the role involves setting, implementing, managing, monitoring, and evaluating commissioning intentions for housing and housing related services to ensure they are linked to strategic priorities and direction. Strong external working relationships are required with other Council services, Community Planning Aberdeen,
RSL’s who operate in the city, Scottish Government, third sector organisations, and Aberdeen City Health & Social Care Partnership.
The post holder needs to hold as a minimum:
- Educated to Higher Grade qualification, or equivalent and / or experience related to the role.
- Evidence of continuous professional development.
The postholder is able to demonstrate:
- Strategic development in housing and housing related to services.
- Managing, improving, monitoring and evaluating performance and improvement in housing and housing related services.
- Managing and leading a team.
- Commissioning of services.
- Proven report writing skills.
- Proven ability to communicate clearly and persuasively with a range of audiences.
- Excellent influencing and negotiating skills.
- Proven ability to develop and implement plans using evidence, data intelligence and consultation.
- Proven ability to monitor and evaluate contracts using data intelligence.
- Applying legislation in an operational environment.
- Proven ability to design and develop policy and strategy to improve service delivery and achieve organisational aims.
