Job Summary
East Dunbartonshire Council’s Housing Service is looking for a Systems Adviser (IHMS) to manage and maintain the Housing Service’s Integrated Housing Management System (IHMS) and be responsible for the production of statistical information and reports. This opportunity comes at an exciting time as the Housing Service is in the process of implementing a significant update to its management system. As such the post holder will also play a central role in the liaison and support to IHMS Change team in the handover and implementation of the new system.
Role purpose:
- Oversee the management of all aspects of the Housing service’s current integrated housing management system (IHMS).
- Lead on Housing’s input to support the organisational change team with the implementation of the new IHMS.
- Communicate with staff on corporate and team issues and be recognised as the expert that Executive Officers, Team Leaders and users look to for assistance, by designing reports and dashboards, training new employees and enhancing the ability of users to utilise the full functionality and capabilities of housing systems.
- Manage, review and monitor housing systems projects, developments and enhancements and allocate work to support staff on a daily basis.
- Provide qualified technical expertise and advice to support the development, deployment and integration of innovative digital solutions improving Housing service delivery and meeting the objectives of Council strategies.
- Manage and support the Housing Systems IHMS team creating a credible, consistent customer focused service through the awareness of Performance Indicators, Corporate, Service and team objectives.
- Encourage a culture of team work and flexibility across workstreams, to ensure strong corporate performance, contributing to the overall success of the Housing Service.
You should have Housing, ICT or Statistical experience, be a team player, self-motivated, flexible, adaptable, customer focused, and have good planning, organisational and project management skills.

PVG / Disclosure Scotland
The following criteria applies to all roles within East Dunbartonshire Council where PVG/Disclosure checks are essential criteria.
Where the post you are applying for is considered a Regulated Role under the Disclosure (Scotland) Act 2020, successful candidates will be required to join the PVG Scheme, or undergo a PVG Scheme Update check, prior to confirmation of employment being made by East Dunbartonshire Council.
Please note, successful candidates will be expected to meet the cost of the relevant check which will be deducted from the successful candidate’s first salary payment. Successful candidates who withdraw their application after the check process has started will be invoiced for the cost of the check.
In specific circumstances the payment could be deducted in instalments from an employee’s wages following commencement of employment. Approval in such circumstances will be made by the HR &OD Manager.
Should an employee leave in advance of the payment being deducted, the full amount will be deducted from the employee’s final salary.
The criteria outlined above will apply to existing employees of East Dunbartonshire Council who apply for roles for which a PVG/Disclosure check is required.
