An exciting opportunity has arisen to join East Lothian Council’s Revenues Service as a Financial Assessment Officer within the Financial Inclusion Team. This is a key role combining complex financial responsibilities with high-quality customer service. IT equipment will be provided, and full training will be given.
About the Role
We are looking for a motivated and enthusiastic individual who thrives in a dynamic environment and is passionate about making a difference. The successful candidate will play a vital role in assessing financial contributions towards care services, ensuring compliance with legislation, COSLA guidance, and Council policies.
Key Responsibilities
- Conduct financial assessments based on client income, savings, and assets.
- Interpret and apply external guidance and internal procedures accurately.
- Communicate financial information clearly and sensitively to clients and their families.
- Liaise with Social Workers, Solicitors, Care Homes, and other professionals to gather and verify financial data.
- Maintain accurate records and contribute to the efficient operation of the team.
Essential Skills and Experience
- Strong background in customer service and office-based work.
- Confident working with numbers, performing calculations, and interpreting financial documents.
- Experience following external agency guidelines and internal policies.
- Ability to work independently and collaboratively within a team.
- Excellent communication, organisational, and negotiation skills.
- Proficient in Microsoft Office and comfortable using Council IT systems.
- Empathetic approach when dealing with vulnerable clients and sensitive financial matters.

Job Requirements
Relevant Qualifications
Educated to ‘Higher’ level, NC or SVQ2 or equivalent and/or able to demonstrate equivalent knowledge, skills and competencies gained through previous experience.
Driving Licence
A full current driving licence is desirable for this post.
Level 1 Disclosure Clearance
This role requires Level 1 Disclosure Clearance to allow access to the Public Sector Network. ELC will submit a Police Act Disclosure application on behalf of the preferred candidate and receipt of the subsequent certificate will be required prior to commencement.
