Although you will be based at Guildyhaugh, you will be moving in September/October to new premises at Whitehill Service Centre, Whitehill Industrial Estate, Bathgate

Working as a key member of the Roads and Transportation Service you will assist in the delivery of one of the key functions of the service.

The post is in the Flood Management team dealing with the design of new works and improvement related activities for water-related infrastructure and flood risk management, including developing policies and procedures.

You will work directly to the Senior Officer, assisting the delivery of effective service provision and communication whilst promoting positive team working

The key duties of this post are:

Working within one of the roads and transportation teams, the postholder will assist their line manager in the delivery of the team's functions as outlined from time to time in the roads and transportation management plan. There will be a requirement to provide technical expertise on roads and transportation matters and to work in close partnership with other council services and external partners. You will be expected to work on their own initiative with minimal supervision and will be subject to political contact and regular contact with external organisations and the public. You will be required to contribute to the service commitment to Quality Assurance, Customer Service Excellence, West Lothian Assessment Model (WLAM), Investors in People and other business and performance management initiatives.

The skills and experience you must have:

Degree in an appropriate numerate discipline plus post-graduate experience or professional qualification to at least Incorporated Engineer level Experience of water related infrastructure and flood risk management, project management skills and experience of managing projects, working knowledge of word processing, spreadsheet and database software Experience in supervising staff, a working knowledge of H&S legislation and a high degree of understanding relating to frontline risk management and contract management although not essential is desirable.
