To assist with the provision of information, guidance and support to Highland and Moray Councils to enable more effective delivery of services to their Armed Forces Communities. This will include working with a range of partners who support the Armed Forces Covenant (AFC) Partnerships for these areas.Requirements
Assist the Senior Ward Manager (Highland) and Corporate Policy Unit Manager (Moray) with the development of information, communication and approaches to improve information between Covenant partners.
Undertake work on any locally identified AFC projects and processes which improve the experience of the Armed Forces community.
Assist with monitoring and provision of information in relation to policy and strategic awareness of AFC at a local delivery level.
Assist in the engagement with public and private sector partners to raise awareness of Reserve Forces.
Assist with the development and delivery of training of front line staff in AFC related matters.
Encourage and support local events which support and raise awareness of the Armed Forces community.
Ensure delivery of the AFC Grant outcomes and milestones.
Participate in the Council's Employee Review and Development Programme
Experience of research, data analysis, project work and writing of publications.
A detailed understanding of the Armed Forces community
Degree and/or qualification in relevant discipline or relevant experience of Project Management.
Ability to communicate effectively, verbally and in writing at all levels.
Ability to relate to chief officers, colleagues, staff and the public.
Effective negotiating, facilitation and influencing skills
Ability to deal with and resolve conflicting issues and interests
Able to work effectively in partnership with others.
Ability to develop good working relationships in a wide range of bodies
Possession of excellent analytical, evaluative, creative and decision making skills.
Ability to manage and prioritise own workload and use initiative in achieving solutions to problem solving situations.
Ability to produce own work from PC.
Awareness and sensitivity of issues affecting local government and Armed Forces
Experience of providing advice, guidance and training to colleagues
Experience of working with a broad community of interests
Experience of cross departmental working
Experience of building external networks and relationships
You will be expected to travel efficiently and effectively between various work locations within Moray and outwith Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van
Ability to work under pressure whilst meeting deadlines
Availability and willingness to work outside normal working hours on occasion to meet the demands of the service.
Attend in-house and relevant external training courses, as agreed with line manager.
Willingness to accept direction/delegation
Ability to work flexibly to meet the needs and demands of the service
Ability to work in an open plan/shad office (delete as appropriate)
Ability to work in different offices dependent on service requirements
Practice and comply with all aspects of Health and Safety at Work etc Act 1974 and current Health and Safety policies.
