Director of Investment & Regeneration
Location – preferably Lochgilphead, but will consider other areas of Argyll for the right candidate.

Argyll Community Housing Association (ACHA) is a community led organisation directed by a voluntary Board of Management supported by Area Committees. As Scotland’s eighth largest housing association, ACHA houses 17% of the population of Argyll and Bute and employs around 200 staff.

We have an excellent opportunity available for a senior manager, reporting directly to the Chief Executive, to play a key role to ensure that the organisation’s strategic objective of maintaining its 5,150 homes to the highest possible standard is delivered.

In addition to the above, the post holder will oversee the delivery of the new build strategy to deliver 250 new homes in the life time of the current Scottish Parliament, contributing in the physical and community regeneration of communities, throughout Argyll and Bute.

RESPONSIBLE FOR                      INVESTMENT AND REGENERATION STAFF

JOB PURPOSE

To lead the Association’s Investment and Regeneration department as its senior officer and to ensure that the organisation’s strategic objective of maintaining its 5,150 homes to the highest possible standard is delivered.

In addition to the above the post holder will pay a key role in delivering the Association’s new build strategy to deliver 250 new homes in the life time of the current Scottish Parliament.

As a senior officer in the Association the post holder will serve as one member of a Senior Management Team of five and, on occasion, will deputise  for the Chief Executive in his absence on a rota basis.

To ensure that the Association plays a central role in the physical and community regeneration of communities throughout Argyll and Bute

As a member of the Association’s Senior Management Team, play a key role in advising and supporting the Management Board to formulate policies and plans for the future development of the Association.

MAIN OBJECTIVES OF POST

To ensure that the association’s own stock investment programme is implemented in line with the current Business Plan

To ensure that the Association’s housing stock continues to meet the Scottish Housing Quality Standard

To ensure that the Association delivers the Energy Efficiency Standard in Social Housing by the 2020 deadline for its housing stock

To ensure that the Association remains a lead agency in the regeneration of communities across Argyll and Bute

To ensure that the Association’s investment and development activities provide maximum social and economic benefit to communities in Argyll and Bute while providing best value for the Association

To ensure that the Association’s development activities contribute to the quality of the built environment and promote high standards in energy efficiency and sustainability

PRINCIPAL DUTIES

Strategy

To develop and manage the Association’s procurement strategies for both investment and existing stock and the provision of new build housing.

To develop and maintain a strategy for best value for the Association’s Investment and Regeneration programmes

To work with Argyll and Bute Council, the Scottish Government, other RSLs and stakeholders to develop the Strategic Housing Investment Plan for the local area.

To develop and maintain the Association’s new build design strategy and its database for specification in its existing stock.

To monitor and deliver the repairs and maintenance contracts as the clients contracting officer with Argyll Homes For All, the Association’s subsidiary.

Leadership, Management and Governance

To act as the main adviser to the Association’s Management Board on all aspects of the association’s investment and regeneration activities and to report on performance.

To develop and maintain the Association’s policies and practices in relation to contractor and consultant procurement.

To develop and maintain the department’s operating policy framework.

To prepare reports and submissions for the Senior Management Team, the Board and external stakeholders when required.

To participate in the Association’s Senior Management Team meetings on a 6-weekly basis both on a departmental and generic basis.

Planning and Budgets

To contribute the Association’s business plan, particularly in relation to investment and regeneration activities

As the department’s budget stakeholder you will have responsibility for the annual budget monitoring of the department and the preparation of financial information into the budget process

Staff

To lead, manage and motivate members of the Investment and Regeneration Department.

To establish and operate effectively a system for monitoring individual and departmental performance. Address and deal quickly and appropriately with conflict and poor performance.

To be responsible for the management  and implementation of the department’s personal development plan programme.

To be responsible for the development of the department’s training programme with support from the Human Resources and Corporate Services department.

Community and External Relations
 

To develop and manage effective consultation arrangements with the association’s tenants and residents to ensure that there is effective participation and consultation with respect to investment in the Association’s homes.

Establish good and effective external working relationships with partners and external stakeholders and represent the organisation to appropriate regulatory bodies, other RSLs, developers, partners, consultants and contractors, communicating the corporate vision and strategy.

To represent the Association on public platforms and in meetings on matters pertaining to Association’s activities.

To prepare media material for the Chief Executive in relation to investment and regeneration activities.

Chief Executive

Attend a monthly departmental update meeting with the Chief Executive.

Attend the Senior management Team meeting chaired by the Chief Executive.

Carry out any other reasonable tasks that may be requested by the Chief Executive.
