Port Facility Security Officer / Transport Technician

An opportunity has arisen within Planning and Transport for the permanent post of Port Facility Security Officer / Transport Technician, Flood Prevention based at Waverley Court.
The job is in two parts:
1 - Performing the Port Facility Security Officer (PFSO) function
2 - Engaged as Transport Technician in the Flood Prevention Team
Acting as PFSO will entail ensuring that all Council services and the relevant aspects of the International Ship and Port Facility Security Code are in place and that all port activities comply with the code. The job is office and site based. Site work will take place at Hawes Pier in South Queensferry and the employee must be in a position to respond to events at the pier within a short timescale, day or night, as there is a requirement to be on standby 48 hours prior to the cruiseliner arrival. All necessary training will be given.
As a technician you will be employed in the Flood Prevention Team where you will be engaged in all aspects of the inspection and maintenance of watercourses, reservoirs and coastal defences, including the preparation of minor contracts and the supervision of these on site.
During the main cruise season from April to September, the post holder will be required to participate in contractual standby for periods of 48 hours before a cruise liner arrives and at other times to meet the requirements of the post. These periods will be confirmed in advance based on the planned bookings of the cruise liners using Hawes Pier, although may require to be changed due to unforeseen circumstances. As a result, during April to September, annual leave may be limited and will require to be planned and agreed with the cruise timetable in mind; any remaining annual leave will be taken during October to March.
A driving licence is essential to this post and you must have a minimum of an HNC in Civil Engineering or equivalent.
Prior to being appointed the candidate must have
• completed the necessary training and have passed the examination to be qualified as a Port Facility Security Officer. (Training shall be provided)
• achieved the Counter Terrorist Check Security Clearance.
These shall be arranged and paid for by the Council on behalf of the successful applicant.
You will receive instructions from the Senior Engineer / Roads, Structures and Flood Prevention Manager and will be expected to work independently or supported as necessary (dependent on experience) to carry out the duties assigned and to deal with problems as they arise.
Self-motivation and the ability to work to strict deadlines are important, as well as the ability to work as part of a team. The post can involve liaison with external and internal stakeholders and thus it is important that you have good 'people' skills.

HNC in Civil Engineering or equivalent or extensive knowledge and skills in a range of related professional disciplines
