NLC is committed to providing modern, digital services and harnessing digital tools and systems to enhance all services of the Council. The IT Vision is for more responsive digital technology, giving both staff and customers the tools and services they need to operate in an increasingly interconnected digital world.
This role sits within the DigitalNL implementation programme, which is a multi-disciplined team leading on the transformation to Digital Services, looking both internally and externally across the Council and beyond.
You will have an SVQ4/HND/General degree or equivalent qualification, a Business or Systems Analysis qualification would be desirable.
You should have extended Business Analyst experience gained within a large public or private sector organisation, with practical experience in a team-based environment, and experience of gathering requirements and undertaking process mapping and design for business / technical change. Experience gained within a local authority project management environment would be advantageous, as would a broad understanding of local government and operation of Council.
You will be a self-motivated individual with a flexible, positive and proactive attitude. Using your own initiative, you should have strong organisational and analytical skills with the ability to prioritise workload to meet deadlines.
You will have excellent interpersonal skills, the ability to establish and build strong working relationships and positively engage stakeholders, and be able to assess and document the business needs and requirement for change. A professional, collaborative and client focussed approach will be required.
The successful candidate will possess strong verbal and written communication skills, as well as good IT skills, particularly in MS Office and MS Visio.
This is a key role to support the design stage of the ambitious DigitalNL programme and is a fixed term appointment until 31 March 2019. This could be extended beyond the design stage if the implementation of the envisaged 5-10 year programme is approved.
For internal applicants, who hold a substantive contract of employment with the Council, and secure a temporary role on the DigitalNL programme, they will have the right to revert to their substantive post for a period of up to 2 years.
