Job Description

To Assist the Asset Manager with the effective implementation of the Council’s Investment Strategy, and to provide Moray Council tenants with all relevant information to ensure that they are aware of the extent and processes involved in the carrying out of a wide range of improvement works in their homes.

To consult with Tenants, Property Resources and Design, contractors and Area Housing Teams to ensure that improvement work in tenants homes are carried out efficiently and effectively under the direction of the Asset Manager and Senior Housing Projects Officer.

To be familiar with all relevant policies, legislation and performance requirements affecting Housing Repairs and Improvements and to ensure these are incorporated in all Capital Programmes Team processes.

Requirements

Provide a comprehensive Tenant Information Service, register and administer all information and databases relating to improvement works and stock condition.

Provide a central liaison point for all Tenants & Area Housing Office staff in respect of queries, complaints, compensation issues and other matters relating to improvement work. Undertake site visits to carry out inspections, resolve all technical or quality matters satisfactorily and record outcomes.

Check and process internal/external invoices. Maintain office budget spreadsheet and petty cash. Raise purchase orders and administer card payments. Monitor, invoice and record Out of Hours recharges.

Administer processes involved in Decoration Voucher ordering and distribution to Area Housing Teams.

Supervise and manage the workload of clerical staff associated with the Capital Programmes Team.

The Individual

Experience of working in a busy office environment using relevant technology e.g. photocopier, E-mail, Intra/Internet.
Knowledge of Contract Management.
Clerical/administrative experience.
Experience of supervision of staff.
4 SQA standard grades or equivalent at Level 3 or above including English and Maths/Arithmetic
Effective liaison skills.
Able to work on own initiative.
Flexible approach to work.
Self-confidence.
Good oral/written communication.
Self-motivated.
Ability to work on own and as part of a team.
Good problem solving skills.
Ability to prioritise own workload and provide instruction to others.
Ability to interpret tenants requests and incorporate in improvement proposals.
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car.
Ability to relate well with all levels of staff.
Discreet, confidential and tactful with appreciation and commitment to the importance of client confidentiality.
Ability to work independently with limited guidance from line manager.
Ability to work in an open plan office.
Ability to work in different offices dependent on service requirements.
Must be able to work flexibly to meet the needs/demands of the service.
Must be able to climb ladders and work in confined spaces.
Ability to lift weights up to 10Kg.

Starting Salary - £17,756
£9.42 per hour
36.25 hours per week
